HTML was originally devised as a way for scientists to exchange documents. It is not suited to displaying poetry. And it's safe to say that physicists have had more say than poets when it came to the drafting of the HTML specifications. While there are tags suitable for writing prose in, there are, as far as I know, none intended for poetry.
